For most government affairs professionals, the hardest part of the job was never the analysis. It was everything that came before it: finding the bills, pulling the hearing video, reading across fifty state capitols, and assembling it all into something a client could act on. Done by hand, a multi-state report can take weeks, and by the time it lands, the legislative landscape has often moved.

USLege, an Austin, Texas–based policy operations platform and the winner of the Best Legislative Tracking Software of the Year, was built to close that gap. Founded in 2023 by Eric Davis, Laura Davis, and Ben Brewer, the company maintains a live, searchable record of US government across all 50 states and federal, covering bills, regulations, and hearing and floor video, plus select local jurisdictions.

“People have done this research the same way for a very long time. Manually find the data, manually aggregate it, manually build the report,” says Davis, CEO and co-founder. “Our clients do it before their coffee gets cold.”

What problem does USLege solve for government affairs teams?

The challenge is volume and speed. A single legislative cycle produces more bills, hearings, and regulatory actions than any team can read, and the item that matters most is often the one that slips through.

“Nobody wakes up wanting to read ten thousand bills. They wake up afraid of the one they missed,” Davis says.

USLege answers that fear with coverage and context. The platform indexes 1.4 million bills across the active biennium, 2.4 million hours of transcribed government video, and more than 18,000 unique speakers identified, across all 50 states plus federal. Alerts reach teams in under four minutes (p95).

Clients describe what they care about in plain language, and USLege’s radar rules continuously surface matching bills, hearing moments, and regulatory activity, including legislation that keyword searches miss.

How does USLege keep AI outputs trustworthy?

In a field where a misread bill can damage a client relationship, accuracy is the product. Every AI output in USLege links back to its primary source, at the exact passage or video timestamp, so verifying the work takes one click instead of one afternoon.

“Trust is not a claim we make. It is a click we provide,” Davis says. That design choice shapes how teams use the platform day to day. Rather than treating AI summaries as a black box, users can move from a briefing to the official record behind it and confirm what a legislator actually said or what a bill actually does.

What does this look like in practice?

One example captures the shift. A lobbyist walked into a new business pitch carrying a single report showing how pharmacy benefit manager legislation was moving across all 50 states, with video of legislators discussing it and a read on where each state’s members stood. Built the traditional way, that report takes weeks. She built it in minutes. She told the prospect, “I can do this for you every week,” and won the account before the meeting ended.

Desk 138, a Texas consulting firm led by former state representative Larry Gonzales, tells a similar story from the operations side. The firm used to spend roughly ten staff hours on every committee hearing. With USLege’s live transcripts and AI analysis, hearing tracking now takes about three minutes. Research and reporting that once took eight hours takes ten minutes, and briefs that took days go out the same day. Within a year, the firm doubled its revenue without adding staff.

“It feels like USLege was designed by us, for us,” says Gonzales.

How is the technology used inside government?

The same approach carries into the public sector. A state agency with no prior AI adoption trained USLege on its own structure, including every department, program, and statutory responsibility. Each newly filed bill now arrives with an analysis of which department it affects and how. Ninety percent of the time, staff do not change a word.

Today, USLege serves lobbying firms, trade associations, corporations, law firms, state agencies, and legislative caucuses, giving each a shared, source-linked view of the legislative record that turns research time into decision time.

Deep Dive

Making Legislative Tracking More Actionable

Government affairs teams often face a research problem that is less about the volume of legislation than the difficulty of finding what matters inside it. State systems publish bills, amendments and hearing records through different formats and schedules, leaving teams to assemble fragmented information before they can assess relevance. A legislative tracking platform must therefore do more than collect documents. It must help users separate meaningful developments from background activity without creating another review burden. Filtering accuracy is central to this evaluation. Keyword searches can miss legislation when bill language does not use expected terms, while broad alerts can overwhelm teams with material that requires manual review. Executives should examine how a platform interprets legislative priorities, connects those priorities to new filings and reduces the time spent reviewing unrelated updates. The goal is not wider information intake but clearer identification of matters that require attention. The source behind the information also affects trust. Government affairs professionals may need to brief internal stakeholders or respond to external questions based on legislative records that change during a session. Platforms that provide access to underlying bill text, amendments, transcripts or video references give users a way to validate AI-generated summaries before relying on them. Verification should be part of the workflow rather than a separate research task. “USLege grounds each AI output in a primary source and links back to the relevant passage or video timestamp for verification.” Freshness presents another tradeoff. Updated information has limited value when users still must interpret every document manually. A useful system combines timely updates with context about why a filing, hearing statement or amendment matters to a specific organization. Executives evaluating providers should look beyond update frequency and assess whether the technology helps convert legislative activity into focused review. Different government affairs teams also require different workflows. A lobbying firm tracking multiple clients may need structured reporting tools, while an internal government affairs group may focus on ownership, impact assessment and executive communication. The strongest platforms allow organizations to adapt the system around existing review processes rather than forcing every user into the same model. Legislative activity often spans multiple jurisdictions, making it difficult to maintain a consistent view of related developments. Government affairs teams need systems that organize updates across states while preserving the context required for internal decisions. A platform’s ability to connect related activity can matter as much as its ability to capture new filings. USLege connects directly with state legislative systems and provides a searchable record of bills, hearing content and regulatory activity across jurisdictions. Its platform uses plain-language monitoring rules to surface relevant legislative developments and provides searchable hearing transcripts and video references. USLege grounds each AI output in a primary source and links back to the relevant passage or video timestamp for verification. These capabilities address the core buying factors for legislative tracking software by combining targeted discovery with source validation, making it a suitable option for organizations that need a more focused approach to government affairs research. ...Read more
