FREMONT, CA: A hostile nation could prohibit the military from withdrawing equipment and staff quickly in the event of a war. China and Russia are beefing up their militaries to fight U.S. benefits, such as mobility—the ability of U.S. military airlift, air refueling, and sealift aircraft and ships to quickly transport equipment and personnel from the U.S. to locations abroad to support Department of Defense (DOD) missions.
[vendor_logo_first]According to the Defense Intelligence Agency, space and cyber activities would almost definitely be a core component of Chinese attempts to fight adversaries during military conflicts. According to the department, China's cyber warfare could attack links and nodes in an adversary's mobility structure and detect organizational vulnerabilities during the mobilization and deployment process of a U.S. operation. China has also developed several counter-space technologies, such as satellite jammers, directed-energy weapons, and kinetic-energy weapons, to restrict or deter an adversary's use of space-based technology during a war.
DOD has updated facets of wargame exercises and mobility training to plan for a contested environment but has not modified training for the surge sealift fleet—ships owned by DOD and the Department of Transportation's Maritime Administration (MARAD) and operated by contracted mariners. These crews are mainly trained and qualified to run the ship, with some contested mobility training. Although the DOD has revised air mobility training and other facets of mobility training, the DOD and MARAD have not updated sealift crew training standards to represent disputed environment concerns because the DOD has not conducted an assessment of such training. Since sealift is the main transportation method for military equipment during a major conflict, sailors must be adequately equipped for disputed mobility to ensure that ships arrive at their targets and complete their missions safely.
Through improved technology and related initiatives, the DOD has started to mitigate contested environment problems. The Navy is purchasing improved systems for use on surge sealift ships and repair ships. The Air Force is applying defensive equipment to existing mobility aircraft and preparing potential replacement aircraft production. The U.S. According to the command, the U.S. Transportation Command is revising its arrangements with business partners to counter cyber threats and supporting research and development programs that address disputed mobility issues. Many of these programs are in their infancy and will take years to execute.
